The war between Russia and Ukraine remained at the centre of European security discussions this week after US President Donald Trump announced what he described as an immediate energy ceasefire between the two countries. Ukrainian President Volodymyr Zelenskyy said he had not been informed of a confirmed agreement and indicated that Ukraine would support a halt to attacks on energy infrastructure if Russia agreed to reciprocal measures.

The disagreement comes as both countries continue to target infrastructure connected to the other's energy and military capabilities. Attacks on power stations, fuel facilities and other essential infrastructure can have serious consequences for civilians, particularly as colder weather approaches and demand for heating increases.

European governments have continued to discuss military assistance, sanctions and support for Ukraine's energy infrastructure. During a visit to Kyiv earlier in the week, German Chancellor Friedrich Merz announced a new €1 billion military assistance package and additional funding for energy infrastructure repairs. Germany also announced cooperation with Ukraine on the production of drone-interception technology.

The proposed ceasefire has raised important questions about how any agreement would be verified and enforced. A public announcement does not, by itself, establish that both sides have accepted the same conditions. The effectiveness of a truce would depend on clear commitments, monitoring arrangements and a willingness to stop attacks.

For European countries, the outcome has implications for defence spending, energy security, relations with Washington and the future of sanctions against Moscow. The conflict continues to test cooperation among allies while increasing pressure to find a sustainable diplomatic solution.

What to watch: Whether Moscow formally confirms the proposed ceasefire, whether attacks on energy infrastructure decline and how European governments respond to changes in US policy.
